Job Title: OSP Project Manager
Department: Outside Plant Construction
Reports To: Vice President of OSP Construction

Position Summary:
- The OSP Project Manager is responsible for representing the Company to the public in securing rights-of-way, permits and all other necessary authorizations which fall under the envelope of the position and which the OSP Project Manager has the inherent authority to acquire for the Company.
Primary Responsibilites:
- Ability to manage various projects concurrently and provide recommendations to higher management on how the projects should proceed
- Work closely with the fiber service sales force, outside plant construction and engineering groups to assess the construction route and costs to provide any requested service and convey this information efficiently for assessment and handling by the respective groups
- Develop larger more comprehensive fiber routes or shorter laterals off of existing back-bone fiber routes to designated locations
- Determine route layouts through the review and investigation of all possible design layouts and presentment of the various options with recommendations for higher management review and determination
- Preparation of projected budgets for submission with route layout recommendations
- Identification of pole ownership, conduit and other right-of-way requirements associated with any route layout
- Design of approved route layout recommendation
- Acquisition of all necessary pole attachment agreements, all conduit and structure access agreements, all state, city, and county permits through function as the Company representative to all associated bodies
- Able to work closely with the Company Legal department under the guidelines established and delegated to the OSP Project Manager to secure all agreements and permits necessary for the fiber route
- Complete detailed prints for the approved route using the Company’s section-by-section guidelines which will require the OSP Project Manager to divide the route construction into manageable sections for progress and issue tracking
- Provided estimated cable and hardware needs as well as the on-site needed date such that purchase orders can be properly prepared and approved and the needed material will be on site on schedule
- Maintain an on-going overview of the progress being made on route construction once such has begun and the ability to handle any issues that may arise during the placement process
- Develop comprehensive checklist designed to track all phases of each respective project from start to finish as the project requires and report on same on weekly basis to higher management and the Company’s Legal department.
- Determine fiber counts, fiber termination locations and ensure that all fiber information is accurately inputted into the Company’s fiber database systems, including detailed fiber splicing schematics
- Prepare a complete and detailed budget for each project and incorporate feedback data to track the budget through project completion
Education/Training/Experience:
- Degree desirable but not required
- 5 years experience in project management
- Experience in developing fiber routes
- Experience in ROW / Permitting
- Budget development, implementation and tracking
- Experience in setting and meeting schedules

Working Conditions:
- Will split time between a home office and working outdoors as projects dictate
- Must be able and willing to work in inclement weather conditions
- Exposure to high noise levels, chemicals, physical hazards, moving equipment
- Must be willing to work evenings, weekends, holidays, and extended hours as required by workload
Visual Acuity:
- Normal vision and accommodation.
- To drive vehicle, read instruments, verify documents, etc.
- Have normal color perception so as to determine color code on copper and fiber optic cables.
